Greg LeRoy, P.E.
Staff Engineer
Mr. LeRoy has over 20 years of experience in the construction industry. He joined CEL in 2005 and performs field inspection activities, quality control functions, and report and submittal reviews. As well as being a licensed professional engineer, he is ICC certified in reinforced concrete and structural steel.
Cliff Lowe
Field Supervisor
Mr. Lowe is a highly-skilled special inspector who is now devoting his skills and energy to oversee and facilitate the outstanding performance of our inspectors on a daily basis out in the field. As an inspector with over 30 years of experience, Mr. Lowe provides technical input to designers, contractors, and our own field staff to ensure the high–quality performance of our project team.
Wilson Ye, P.E.
Laboratory Director
Mr. Ye joined CEL in 2012 as Laboratory Supervisor and is now CEL’s Laboratory Director. With over 5 years of experience in the construction industry as well as a degree in Civil Engineering from UC Davis, Mr. Ye’s experience and intellect are an asset to the team. As a Project Engineer, he contributed to the successful completion of hundreds of projects in the SF Bay Area. In his current role as Laboratory Director, he oversees testing and provides technical analysis and solutions for our clients. Mr. Ye is also certified by NICET and Caltrans in Soils, Asphalt, and Concrete materials testing.
Kevin Chien, P.E.
Laboratory Supervisor
Mr. Chien joined CEL in 2013 after graduating from UC Davis with a degree in Civil Engineering. He manages daily laboratory operation and reviews project plans and specs to ensure every project is met with high-quality and reliable testing. He provides detailed technical support and works closely with clients to provide real time assistance o n a day to day basis. Mr. Chien is licensed in California as a Professional Engineer and certified by NICET and Caltrans in Concrete, Asphalt and Soils testing.
