Senior Engineer

Jay is a Senior Engineer with CEL Consulting and has 23 years experience in a variety of areas of testing and inspection business. His expertise includes metallurgy and associated testing, welding, electronic instrumentation and data acquisition, failure investigations, building condition surveys, load testing of structures and components, cyclic testing of shear walls and panel systems and specialty testing. He currently heads the Metallurgical and TempScrew labs at our Oakland facility. Jay is a registered metallurgical engineer in California.

CONSULTING ENGINEER. ROOF TRUSS CORROSION EVALUATION
Jay performed an extensive corrosion evaluation of the structure including u/t thickness gauging and repair recommendations.

Consulting Engineer. Phase VII Exterior Column Field Measurements & Documentation. Project consisted of extensive corrosion documentation performed on exterior columns as directed by structural engineer.

St. Regis Museum Tower (Williams Building), San Francisco, CA
Building Materials Evaluation and As-Built Documentation
During this historic building retrofit project, Jay conducted extensive documentation of as-built conditions, repair consultation services and a failure evaluation of a parking level slab due to construction overload.
COS Building 34, San Mateo Community College
Consulting Engineer. Provided Concrete and Structural Steel As-Built Building Conditions Survey.
Marin County Civic Center, San Rafael, CA
Consulting Engineer. Consolidated Engineering Laboratories is currently performing full-time materials testing and construction inspection services for this $22 million 800 thousand square foot seismic renovation. The work includes structural steel retrofitting, installation of brace frame collectors which incorporate state of the art “Shock Transmission Units” especially designed for this structure. Jay and his team performed a corrosion evaluation study of the cooling tower during this project.
The New DeYoung Museum, San Francisco, CA
Consolidated Engineering Laboratories field inspector discovered major nonconformance on the pre-fabricated welded components. Jay performed an extensive evaluation and test program resulting in material being accepted and all defective welds being repaired or replaced.
Fire Damage Investigation

Jay headed an investigation of the main structural components of the crane that were exposed to elevated temperatures during a fire.
Santana Row, San Jose, California
Fire damage Evaluation
CEL was at the site with our Chief Operations office, two engineers from our consulting department and our lead project inspector the next morning after the fire. We met with the structural engineer and the construction management team. For the project, CEL began several investigations of the exterior on nearby structures, the condition of pt cables within the slabs, and the condition of the steel moment frame and fireproofing on the structure shown in the above photo. The majority of the structure on the podium level was unsalvageable. The frame members were visibly distorted. We performed hardness & tensile tests on the steel moment frame, and documented the condition of the remaining fireproofing. For the sampled pt cables, we performed microhardness testing, tensile tests and had the sheathing and grease evaluated by an expert.
