William Coletto, P.E.
Staff Engineer/Material & Soils Laboratory Manager

Mr. Coletto has 19 years experience in the materials testing and inspection industry. He is responsible for the proficiency sample program (PSP) for the Cement and Concrete Reference Laboratory (CCRL) and AASHTO Materials Reference Laboratory (AMRL). He is also responsible for the reference laboratory program (RSP) for the California Department of Transportation (Caltrans). He is a ‘hands on’ manager and performs laboratory and field tests in addition to the daily oversight of the materials/soils lab.

Shimmick/Obayashi Jount Venture. Submittal of certified test data for ‘trial batch’ tests. Tests performed using CalTrans Methods.
Oakland International Airport - East Apron Phase II, Oakland, CA
Responsible for managing two shifts of personnel for 26,000 ton asphalt laydown. Work was performed over 6 days, 24hrs/day. Including two test strips. One test strip by Gallagher & Burke Asphalt, the other by Vulcan Materials Asphalt. Performed Marshall Bulk Specific Gravity/Density, Stability, Flow, % Air Voids, Maximum Theoretical Density and Core Density.
San Quentin State Penitentiary, Medical and Health Services Building, San Rafael, CA
Performed concrete, mortar, grout and masonry testing for 80’ x 240’, two-story, reinforced masonry building and reported data.
Integrity Block, Los Altos, CA
Performed masonry testing and provided data for a new line of ‘Green’ masonry block.
Orange County Water District, Ground Water Replenishment System, Unit II, Anaheim to City of Orange, CA
Placement and grading for 6’ Dia. concrete reinforced pipeline. All related utilities including pump vaults, optic fiber conduit and pull boxes, vacuum relief valves. Includes boring under Memory Lane, 22 Fwy and 5 Fwy.
Ana Verde LLC, Palmdale, CA
Phase 1 consisted of 14M cu-yd removal and replacement, 1,450 finished pads, 22,000 linear ft of roadway, sub-drains, storm-drain system, water mains and services, curb and gutter, base material and asphalt placement, 2-110” Dia. water tank foundations and for pump houses.
Manning Homes, Rancho Cucamonga, CA
Mass grading 3 simultaneous projects. 23 homes on Archibald St. Over 100’ differential in elevation from bottom to top. Dual compound angle 20’ slopes separating adjacent properties. Tested ramp for “century home” relocation (26‘ vertical differential). Slope drains, “v”-ditches, water and sewer lines.
28 homes on Amethyst St. Relatively flat. Water, sewer, C&G, base and asphalt placement.

Grading of pads for 2 new buildings.
Norwalk La Mirada Unified School District, John Glenn High School, Norwalk, CA
Utility modernization including water, gas and electric utilities. Duties include observation, sampling and testing of soils, aggregates and construction materials. PCC batch plant inspection. Perform ACI PCC sampling and testing. Asphalt density testing and laydown observation.
