As the main component of the quality control management team, CEL inspected this $130 million seismic
upgrade and retrofit of an existing 17-story building and annex. The building was fully operational,
requiring extensive coordination with occupants. A detailed real-time reporting system was incorporated
to aid the structural engineer. Several innovative design parameters were utilized, such as lightweight
shotcrete and column splices of existing riveted sections. This project used teams of up to 10 CEL
inspectors in a multiple shift operation. The specific services Consolidated provided include structural
steel shop fabrication inspection, visual field welding inspection, magnetic particle testing of live load
column splices, through-bolting, visual inspection of dowel installation, proof load testing, installation
and testing of the mechanical and plumbing systems, reinforced concrete and shotcrete.
