Consolidated Engineering Laboratories (CEL) provided testing and inspection services for this 42-story
hotel, condominium and cultural center development. The St. Regis structure is a cast-in-place concrete
moment frame, one of the tallest in the State of California, with a shear wall core and post-tensioned deck
system. Clad with architectural pre-cast concrete and glazing. CEL's scope of services included
inspection and testing of reinforced concrete, post-tensioned concrete, shotcrete, pre-cast concrete,
masonry, pre-stressing steel, proofload testing, structural steel shop and field welding inspection, anchor
dowel testing, and fiberwrap testing and inspection. CEL Consulting provided
engineering surveys at The Williams Building (all in-place window wall testing and inspections).
