Consolidated Engineering Laboratories (CEL) provided all of the materials testing and special inspection services for this four level post tensioned concrete structure that was designed in conjunction with the downtown Pleasant Hill Redevelopment Project providing much needed parking for the retail shops and restaurants. CEL's scope of services included inspection and testing of concrete, prestressed concrete, masonry, shop and field welding, anchor dowel, and fireproofing.
