Gary M. Cappa
President / Chief Executive Officer

Mr. Gary M. Cappa assumed leadership of Consolidated Engineering Laboratories (CEL) in September 1985, stimulating its growth from one to eight facilities in California, Utah, Nevada, and Hawaii. He has been in the testing and inspection industry for 38 years and is committed to upholding the highest standards of quality in testing and inspection. As Project Principal on major projects, he often utilizes his expertise in problem resolution, acting as liaison between the owner and contractor, expediting project completion, and answering quality control concerns of the project team and building officials. Mr. Cappa has been instrumental in developing successful programs to improve the services of testing agencies and their interaction with local city jurisdictions. He has also provided expert witness testimony on various construction issues.

Jim Backman
Chief Operating Officer

Mr. Backman has been in a leadership role in the Testing and Inspection industry for more than 40 years. He is the past President of California Council of Testing and Inspection Agencies (CCTIA) and the President of Council of Engineering Laboratory Employees (CELE). In addition to his Operations responsibilities, Mr. Backman serves as a Project Manager on projects ranging from a 42-story high-rise to annual agreements with the State of California Department of Water Resources and the City of Sunnyvale. He has developed and implemented Quality Control programs throughout the United States and Internationally.

Charlie Brice
Principal and Chief Financial Officer

Mr. Brice brings over 30 years of hands-on financial management and experience to the CEL Management Team. He actively oversees and directs all components of financial reporting to all concerned parties. Mr. Brice also directs all of the compliance work related to federal and state authorities. Mr. Brice is intimately involved with the day-to-day processes which guide CEL.

Jay Dorst, P.E.
Principal Engineer


With over 29 years of experience in the Testing and Inspection industry, Mr. Dorst brings an extensive portfolio of expertise to Consolidated Engineering Labs. Working within CEL's Consulting Division, Mr. Dorst has performed complex QA functions for public entities such as Caltrans, including oversight of inspection, testing and review of contractor QC activities. He has over 20 years of experience as a lab and field testing manager. Additionally, he has a rich blend of skills in the areas of metallurgy and associated testing, welding, coatings, electronic instrument and data acquisition, failure investigations, building condition surveys, load testing of structures and components and cyclic testing of shear walls. He serves as an industry leader through his membership in the ASTM, ACI, NACE and AWS Associations and is licensed as a Civil and Metallurgical Engineer in the State of California.

Lee Mattis, P.E.
Consulting Engineer


Mr. Mattis supervises specialty testing, investigation of construction materials and existing conditions, forensic investigations and metallurgical testing activities. He has over 40 years of experience in testing, inspection, and structural design. He is a member of ACI, ASCE, ASME ASTM, AWS, Structural Engineers Association of Northern California, Concrete Anchor Manufacturers Association and Federation International du Beton . He has a Bachelor of Civil Engineering from the University of Delaware and a MBA from California State University at Los Angeles. He is licensed as a professional engineer in California and Florida.

Jim Powers, P.E.
Senior Engineer/QC Manager


With over 35 years of experience in the testing and inspection industry, Mr. Powers brings a diverse and wide-ranging knowledge of materials, test methods, and the analysis of results. Having spent the last 30 years at CEL, Mr. Powers acts as our QC Manager, assuring the integrity and quality of our laboratory testing environment throughout all of the offices.

Daniel R. Allopenna, P.E.
Senior Engineer/Division Manager - Sacramento

Mr. Allopenna started with CEL in the laboratory while attending California State University, Sacramento. Mr. Allopenna is currently the division manager of our Sacramento office and oversees the lab and field staff to ensure that our clients receive the best service. Mr. Allopenna brings over 20 years of experience in the Materials Testing and Inspection and Geotechnical Engineering divisions. His knowledge and experience is a great asset to the CEL team.

Corey Dare, G.E., P.E.
Division Manager - Geotechnical Services

Mr. Dare joined Geosphere in 2012 and has over 30 years of professional experience as a geotechnical engineer in the San Francisco Bay Area and Northern California. With a Masters in Engineering from UC Berkeley and over 15 years of specialty experience in geotechnical construction an d materials testing, he has served as a construction and materials testing group manager at various companies. Mr. Dare specializes in the local and regional geotechnical practice, and has served local and regional government clients such as cities and co unties as well as transportation, water and wastewater agencies; educational and healthcare institutions; industrial clients, and commercial and residential developers. He has extensive experience managing projects involving California Division of State Ar chitect (DSA) or Office of Statewide Health Planning and Development (OSHPD) oversight. His engineering expertise includes site investigations, shallow and deep foundations, settlement and slope stability evaluation, retaining wall design, soil improvemen t methods, and pavement design. Mr. Dare has also served as a geotechnical peer reviewer for a number of Northern California cities and counties.

Barbara Cappa
Principal/Director - Hawaii/Pacific Region

Mrs. Cappa has been continually involved with CEL since September 1985. Since 2010, she has been the principal responsible for stimulating the growth of the Hawaii division. Her goal is to bring a quality team approach ensuring success and customer satisfaction to every project. As a Project Manager, she has a proven capacity to approach problems creatively and to effectively implement solutions. Her business acumen and willingness to exceed project expectations make her a great addition to any project team.

Chris Garris
Division Manager - Salt Lake City

Chris has over 23 years of experience in geotechnical engineering and QA/QC testing and inspection, serving the A/E/C, transportation, utility/industrial, water, public works and mining industries for public and private clients. He received his BS/MS degre es in Civil Engineering with Geotechnical Emphasis in 1993 from BYU, and published his research with Dr. T. Leslie Youd on Surficial Effects of Liquefaction. Chris has worked in the consulting industry his entire career, primarily in Utah, but has work exp erience in all neighboring Western, and West - coast states including California, Oregon and Washington, as well as Minnesota, and as far away as Concepcion, Chile. Chris is passionate about dirt and liquefaction, but also enjoys spending quality time with h is wife and 4 children, and loves to ski, ride road/mountain bikes, travel, pretends to golf, and enjoys most any outdoor activity.

Christine Uytengsu
Director of Human Resources


Christine Uytengsu, Director of Human Resources, is an accomplished HR professional with over 15 years of experience in the construction industry. She has extensive experience in Human Resources including payroll and benefits administration, fiduciary roles over employee benefit and retirement plans, employee relations, compensation, recruitment/retention, and risk management. In her current role, Ms. Uytengsu is co-chair of the Safety Committee and is responsible for the administration of all human resources policies, programs and practices. She oversees the HR department in the functions of recruiting, onboarding, coaching, benefits, health & safety, workers compensation, performance appraisal and HR systems, discipline procedures and employee relations for the ETS family of companies.

Marlene K. Jackson, C.E., G.E.
Principal Geotechnical Engineer

 Ms. Jackson joined CEL in 2017 and has been providing geotechnical engineering services in the San Francisco Bay Area for over 30 years. With a Bachelor’s degree from Harvard University in Geologic Science and a Master’s degree in Geotechnical Engineering from UC Berkeley, her background in geology, earth science, and geotechnical engineering provide a relatively unique combination of study that facilitates recognition of the relationships between subsurface materials and their engineering characteristics. Ms. Jackson has been responsible for business development and management of geotechnical engineering services including completion of geotechnical investigations, soil sampling and laboratory analyses, engineering analyses, preparation of geotechnical recommendations and design criteria, report preparation, plan review, construction observation and testing services, and expert witness services as well as other geotechnical engineering related consultation. She has provide d geotechnical engineering consultation for a wide variety of projects including schools, medical facilities, fire stations, commercial construction, retail facilities, mixed - use developments, and residential structures. Ms. Jackson has experience performing engineering analyses for design of both deep and shallow foundations systems, restrained and un - restrained retaining walls, underground utilities and structures, flexible pavement, reinforced earth embankments, static and dynamic settlement, bearing capacity, resistance to lateral loads, lateral earth pressure s, static and pseudo - static slope stability, liquefaction evaluation, post - tensioned slab, and effects of surcharge loads. Ms. Jackson has worked on projects which included complex slope stability issues involving existing residences on actively moving landslides, shoreline and levee stability, and emergency landslide repair.

Greg LeRoy, P.E.
Staff Engineer

Mr. LeRoy has over 20 years experience in the construction industry. He joined CEL in 2005 and performs field inspection activities, quality control functions, and report and submittal reviews As well as being a licensed professional engineer, he is ICC certified in reinforced concrete and structural steel.

Vineet Sharma
IT Director

Currently in the role of Director of Information Technology, Vineet oversees the IT support, maintenance and application development for CEL as well the ETS Family of Companies. He holds a Master’s of Science in Electrical Engineering degree and has a record of building and optimizing IT teams to deliver a seamless IT environment. Vineet brings a strong technical background and over 20 years of broad experience managing IT environments in small to larger companies and is a great asset to the CEL Team. Vineet also enjoys spending time with his family, and loves to play tennis, travel and go hiking.

Cliff Lowe
Field Supervisor

Mr. Lowe is a highly-skilled special inspector who is now devoting his skills and energy to oversee and facilitate the outstanding performance of our inspectors on a daily basis out in the field. As an inspector with over 30 years of experience, Mr. Lowe provides technical input to designers, contractors, and our own field staff to ensure the high–quality performance of our project team.

Wilson Ye, P.E.
Laboratory Director


Mr. Ye joined CEL in 2012 as Laboratory Supervisor and is now CEL’s Laboratory Director. With over 5 years of experience in the construction industry as well as a degree in Civil Engineering from UC Davis, Mr. Ye’s experience and intellect are an asset to the team. As a Project Engineer, he contributed to the successful completion of hundreds of projects in the SF Bay Area. In his current role as Laboratory Director, he oversees testing and provides technical analysis and solutions for our clients. Mr. Ye is also certified by NICET and Caltrans in Soils, Asphalt, and Concrete materials testing.

Kevin Chien, P.E.
Laboratory Supervisor


Mr . Chien joined CEL in 2013 after graduating from UC Davis with a degree in Civil Engineering. He manages daily laboratory operation and reviews project plans and specs to ensure every project is met with high-quality and reliable testing. He provides detailed technical support and works closely with clients to provide real time assistance o n a day to day basis. Mr. Chien is licensed in California as a Professional Engineer and certified by NICET and Caltrans in Concrete, Asphalt and Soils testing.

Rob Morse

Mr. Morse has spent over 17 years among the construction and testing industry bringing an unparalleled work ethic to each project he manages. He continually strives to exceed client expectations by providing the care and attention each deserves. His responsibilities include business development, project management, and estimating. He is an excellent and valued contributor to both our company and to our clientele.

Michael Pearl
Senior Account Director



Mr. Pearl brings over 25 years of Business Development/Client Relationship Management experience in diverse markets, including Commercial, Petrochemical, Municipal, Industrial, Environmental, Government and DOD throughout the Western U.S. As a Project Manager, his excellent communication skills, responsiveness and attention to detail make him an asset to both our clientele and CEL.

Joe Berriatua
Senior Project Manager/ Business Development Executive

Mr. Berriatua brings to CEL 13 years of sales experience in the Testing / Inspection industry. His responsibilities include: sales, estimating and project management. As a project manager his hands on approach to details pertaining to Inspections/Testing and Budgets keep his clients informed throughout the duration of his projects.

Virgil Garner
Senior Project Manager - Public Works


Mr. Garner has over 30 years of construction industry experience, 15 of which have been spent with CEL performing project and field management within the Bay Area all the way up to Santa Rosa. With a specialty in Public Works projects, Mr. Garner is highly experienced in Caltrans and asphalt projects. Prior to his time with CEL, he worked in quarry and asphalt operations performing field management and marketing, as well as work ing in management at a concrete plant, including quality control and project management for the Skyport portion of the Bay Bridge project. During his time at CEL, Mr. Garner has performed project management for countless projects, including both Quality Control and Quality Assurance for various concrete and paving jobs for Caltrans, as well as for projects at both the Sonoma County Airport and Hayward Airport.

Bill Cale
Senior Project Manager/ Business Development Executive

Mr. Cale brings over 20 years of experience in the construction industry including more than 10 in the Special Inspection and Materials Testing field to the CEL team. He is past Vice President, Board Member and Secretary/Treasurer for the California Council of Testing and Inspection Agencies (CCTIA). Bill’s experience in California Schools Construction (DSA) is extensive. His integrity, positive energy and commitment to excellence are an asset for every team.

Martin Meier
Project Manager/ Business Development Executive


Mr. Meier has over 25 years of direct industry experience in Construction Inspections and Materials Testing and over 35 years of experience in the construction industry including Construction Management, General Contracting and Civil Design and Planning. He has a B.S. in Construction Management and a B.A. in General Business and Marketing, as well as an Associate's Degree in Architecture and Construction Technologies. His responsibilities include project management, estimating, business development and account management for large - scale projects in Northern California and the San Francisco Bay area. His market sector experience includes sports complexes, commercial development, as well as high - tech/bio - tech, industrial processing, civil, municipalities, infrastructure, education, energy facilities, refineries and medical center projects.

Nicholas McCloud
Estimator/ Assistant Project Manager


Mr. McCloud joined Consolidated Engineering Laboratories (CEL) in 2012 after graduating from California State University Stanislaus with a degree in Business Administration. In 2016, he transitioned from Operations and Recruiting to the Project Management Team. He now focuses on providing competitive cost budget estimates and proposals for our clients. As a Project Manager he is dedicated to maintaining unparalleled quality service for our customers.

Eric Larsen
Estimator/ Assistant Project Manager


Eric Larsen recently joined Consolidate Engineering Laboratories (CEL). Eric has many years of experience working at construction sites, most recently as a special inspector. Prior to that Eric worked in project oversight for Deep Soil Mixing in various applications. Eric has a bachelor's degree from Sacramento State University in Business Administration. Eric is eager to share with you how CEL can support your projects. He is highly motivated to provide competitive cost budget estimates and proposals for clients and prospective clients.
