Mr. Copley brings 30 years of hands-on experience to CEL. Over the years, Greg has held nearly every operational and management position in the inspection and materials testing field. Project Manager

Mr. Kolbus brings over 35 years of experience in materials testing and inspection. He is an accomplished project manager and is well respected in the industry. His primary focus is to facilitate client communication to ensure operational compliance.

Scott Thomas
Business Development Executive

With over 11 years of Project Management and Business Development experience in the materials testing and special inspection industry, Mr. Thomas has successfully managed projects within many sectors throughout the Bay Area that include Universities, K-12 schools, alternative energy, mixed-use residential, commercial, and healthcare.

Zacc Baker
Project Manager

Mr. Baker brings approximately nine years of testing and inspection experience to his role as Project Manager and Estimator. He has spent several years working in the laboratory and dispatching field inspectors to various assignments on the project site. Mr. Baker has an extensive depth of knowledge covering all phases of the testing and inspection industry.

Virgil Garner
Project Manager

Mr. Garner has been with CEL since 2004. Prior to that, he worked in concrete and asphalt quality control for many years. He has an extensive knowledge of laboratory testing requirements and provides in-depth expertise regarding Caltrans testing procedures and protocols.
