Keith Blazer
Divisional Manager – Hawaii

Mr. Blazer coordinates operations for the Hawaii office as the division manager overseeing both lab and field staff with a dedication to customer service and quality.  As a multi-faceted inspector, he brings a career of experience in the welding industry stretching back to 1998 including certification as an AWS CWI with NDT certifications since 2005.  In addition, his ability to inspect all phases of the construction industry has allowed him to certify as a Master of Special Inspections.



Eric J. Swenson, P.E., G.E., P.G., C.E.G.
Principal / President – Geosphere Consultants Inc.

Mr. Swenson brings over 25 years of Geotechnical experience to his position to provide practical solutions to complex problems for diverse clientele including public agencies and private developers. He leads Geosphere Consultants Inc., the Geotechnical Engineering Division of CEL. In addition to leading Geosphere, Mr. Swenson is very active in the Bay Area engineering community where he participates in many technical and trade organizations including the American Society of Civil Engineers, Coalition for Adequate Student Housing, and the American Council of Engineering Companies where he serves as both the Bay Bridge Chapter President and a State Director.



Jim Powers, P.E.
Senior Engineer/QC Manager

With over 25 years of experience in the testing and inspection industry, Mr. Powers brings a diverse and wide-ranging knowledge of materials, test methods, and the analysis of results. Having spent the last 21 years at CEL, Mr. Powers acts as our QC Manager, assuring the integrity and quality of our laboratory testing environment throughout all of the offices.



K.C. Dewell, P.E.
Senior Engineer

As a local graduate engineer from San Francisco State University in 1975, K.C. Dewell has served the Bay Area and beyond for more than 35 years, all in the area of Civil Engineering as it applies to structures and materials testing and evaluation. Mr. Dewell has been a P.E. and a member of the Structural Engineers Association of Northern California since 1978 and the National Academy of Forensic Engineers since 1988. Mr. Dewell enjoys field investigations of many types of structures and materials. He especially enjoys meeting the challenges presented by a complex forensic project.



Lee Mattis, P.E.
Principal Engineer

Mr. Mattis supervises specialty testing, investigation of construction materials and existing conditions, forensic investigations and metallurgical testing activities. He has over 40 years of experience in testing, inspection, and structural design. He is a member of ACI, ASCE, ASME ASTM, AWS, Structural Engineers Association of Northern California, Concrete Anchor Manufacturers Association and Federation International du Beton . He has a Bachelor of Civil Engineering from the University of Delaware and a MBA from California State University at Los Angeles. He is licensed as a professional engineer in California and Florida.



Rita Archibald
Human Resources Director

Ms. Archibald oversees and directs the Human Resource activity of the Company. With over 20 years of experience, Ms. Archibald administers all of the benefit programs and ensures compliance with statutes, regulations, and internal policies. Ms. Archibald is a certified professional who actively keeps current with all sources of information so that we may best serve our most important asset, our employees.



Daniel R. Allopenna, P.E.
Division Manager/Senior Engineer

Mr. Allopenna started with CEL in the laboratory while attending California State University, Sacramento. Mr. Allopenna is currently the division manager of our Sacramento office and oversees the lab and field staff to ensure that our clients receive the best service. Mr. Allopenna brings 15 years of experience in the Materials Testing and Inspection and Geotechnical Engineering divisions. His knowledge and experience is a great asset to the CEL team.



Zacc Baker
Division Manager - Salt Lake City

Mr. Baker brings approximately nine years of testing and inspection experience to his role as Project Manager and Estimator. He has spent several years working in the laboratory and dispatching field inspectors to various assignments on the project site. Mr. Baker has an extensive depth of knowledge covering all phases of the testing and inspection industry.
